Issues of security are gaining much more relevance in a number of policies at European and national level. The GMES initiative would entail making more effective use of existing resources in crisis management and civil protection, in which the European Union and the Member States already have considerable experience.
As explicitly stated in the European Security Strategy paper (December 2003), Security is a pre-condition for development that can not be disregarded but must be pursued building the own European capacities. Moreover, an always increasing degree of cooperation and integration between inter and intra-national systems is being required by the Commission.
